Not enough posties, deliveries neglected

RESIDENTS in some Ballarat suburbs are not receiving their mail for up to four days due to a lack of posties at Australia Post’s Ballarat mail centre in Wendouree, an employee alleges.
Wendouree West, parts of Delacombe and the older areas of Alfredton are among the postal rounds being neglected, the Australia Post employee told The Courier, as the government enterprise struggles to cope with redundancies, absences and staff that are increasingly under pressure.
The employee agreed to talk with The Courier on condition of anonymity. 
Under Australia Post employment conditions, it is a breach of conduct to discuss with the media any issues relating to the organisation.
“Routinely, rounds are being left unprocessed due to insufficient staff. Four days is not an exaggeration,” the employee said.
“Wendouree West seems to cop it worse than most. The worst affected areas are La Trobe Street near Delacombe, some older areas of Alfredton and Wendouree West.
“These are areas where people don’t complain about receiving their bills on time ... There are exceptions, like Lake Wendouree, but it’s basically the poor parts of Ballarat that miss out.
“As Ballarat gets bigger, the number of posties is getting smaller ... and some rounds have no posties allocated at all. (Australia Post) looks like they are running it (the Ballarat mail centre) into the ground.”
A former Australia Post employee said the pressure was mounting on the remaining posties, who were finding it increasingly difficult to meet their targets without breaching safety regulations.
Australia Post’s Community Service Obligation under the postal act requires second-day delivery from metro to country areas of 94 per cent on time. 
“There have been no changes to mail delivery standards, and Australia Post consistently meets its Community Service Obligation by delivering 94 per cent of letters on time,” an Australia Post spokesperson said in a prepared statement.
“We continue to manage our mail operations as efficiently as possible through full-time employment, overtime and part-time shift work in an effort to meet our community service obligations for on-time delivery.”
The former employee said those numbers could be manipulated, however, by ensuring those rounds being audited met the standard at the expense of those not audited. 
The government business enterprise has indicated publicly it will move the majority of mail from regional Victoria to its main sorting centre in Dandenong.
