AusPost banks millions from offshore casinos

EXCLUSIVE: An investigation by The New Daily reveals how Australia Post collects millions from offshore casinos that prey on local gamblers.

Australia Post pockets millions of dollars from providing financial services to online casinos which are illegal to operate in Australia, an exclusive investigation by The New Daily has discovered.

A subsidiary of the government-owned postal company known as POLi Payments Pty Ltd is recommended by hundreds of offshore casinos as a reliable method for moving funds from Australian bank accounts into overseas gambling accounts.

But under the Interactive Gambling Act it is illegal for overseas gambling companies to provide casino-style games to Australian residents over the internet.

The New Daily understands that POLi Payments has raked in at least $5 million from online casinos forbidden to operate in Australia since Australia Post acquired the business in October 2014. A spokesperson from Australia Post later disputed this figure, saying the annual revenue figure was “significantly less” than $1 million per year.

The revelations, following the investigation by The New Daily, prompted independent senator Nick Xenophon to call on Australia Post to get out of the business immediately.

“I will be asking Australia Post for an urgent explanation for why it is doing this because as a government business enterprise and good corporate citizen the corporation should not be involved,” he said.

“If it is involved in facilitating these payments Australia Post needs to recognise it is contributing to the growth of gambling addiction and the enormous harm it brings to Australians and their families.

“They need to get out of this business ASAP because it is toxic.”

The casinos include some of the world’s most popular online providers, including a number of websites licensed in Malta that allow users to gamble in Australian dollars.

While Australian residents who use these sites are immune from prosecution, online providers face penalties of up to $1.8 million for each day they offer online casino services to people living in Australia.

There are also steep penalties for marketing online casino games to the Australian public.

Many of the online casinos that promote POLi Payments explicitly target Australian residents.

Lucky247.com, which is managed by Malta-based company To Play Central Ltd, has a special section on its website customised for Australian gamblers.
Roxypalace.com boasts on its website that it offers “the best in online gaming in Australia” and a swathe of sites operated by online casino giant Digimedia Ltd have pages dedicated to helping Australian users open accounts.

All of these sites and hundreds more are flouting the laws which ban online pokies and roulette in Australia and they have arrangements in place with POLi Payments which help them do it.

As POLi Payments doesn’t provide or advertise an internet gambling service, it isn’t breaching the Interactive Gambling Act.

However, POLi Payments collects fees when Australian residents use its payments service to deposit cash in offshore internet casinos.

An Australia Post spokesman said that fees derived from the business were only a fraction of the $6 billion revenue generated by the corporation each year.

Australia Post told The New Daily that the POLi Payments business was compliant with all Australian laws.

“We are comfortable that POLi is acting in accordance with the Interactive Gambling Act and other applicable gaming laws where POLi is involved in making payment transfer services available for use,” a spokesperson said in an emailed statement.

But not all Australian banks are convinced that POLi is a transparent service.
Several do not allow their customers to link their deposit accounts to POLi, including HSBC Australia.

“As part of our commitment to upholding the highest standards, HSBC has robust policies in place to ensure transparency of payments,” said HSBC Australia spokesperson Tala Jahangiri.

“These policies ensure we only make use of systems or third party partnerships that allow us to understand the source and destination of funds.”

AusPost may shut down casino cash transfers

In a sign that Australia Post might withdraw payments services to offshore casinos, the corporation’s spokesperson said the online casino industry was not part of its long-term strategy.

 “It is not an area that we intend to operate in over the long term,” the spokesperson said.

When asked whether Australia Post had refused to provide payments services to any online operator it suspected was marketing or supplying casino games to Australian residents, the spokesperson declined to comment.

The New Daily raised matters relating to Australia Post’s exposure to the offshore casino industry on April 12 when we noted that POLi Payments may have breached the corporation’s own ethics policy.

While online casinos are legal in other countries, they are subject to a blanket ban in Australia.

By facilitating payments services to offshore online casinos targeted at Australian residents, POLi Payments and Australia Post have to deal with a problem of legal inconsistency between countries.

Section 2 of Australia Post’s own ethics policy advises all staff to abide by any host country’s legal requirements when working or conducting business for the group.

“If inconsistencies arise with Australian legal requirements, the more stringent requirements will apply.”

The spokesperson signalled that the corporation may soon review its commercial deals that remit fees to POLi for facilitating transactions with online casinos.

“To ensure alignment with the Australia Post group’s broader strategy, we review on an ongoing basis our relationships with payment intermediaries and other merchants,” the spokesperson said.

“Where necessary we will cease relationships which do not align with our values.”

    I did use POLi once. I was surprised that they link my bank account to their payment screen. And I was suppose to type in my logon details for my bank account on their payment screen. Obviously, first and last time, I used it. Too much of a security risk if you ask me.

    It amazes me that AustraliaPost is involved in such a shady operation. Wikipedia says the major Australian banks recommend their customers do not use the product, partly because errors cannot be reversed by your bank.

AUSTRALIA Post donated more than $2 million to an ­Islamic museum in suburban Melbourne in lieu of a bonus it was due to pay its chief executive, Ahmed Fahour. 
 
The Herald Sun can reveal Mr Fahour asked for the bonus to be donated directly to the ­Islamic Museum of Australia, of which he is patron.
The donation was made months ago, but has only emerged now, when Australia Post is sacking 900 staff to stem the losses at its domestic mail division.

Mr Fahour said he and his family had been able to make a “substantial contribution’’ to several not-for-profit organisations in recent years.
“Earlier this year, I announced that my family had contributed $4 million to the Islamic Museum. We have also made contributions to a number of other community causes such as schools, sporting clubs and the arts,’’ he said.

The Herald Sun understands the bonus formed part of the $4.8 million salary that Mr Fahour was paid in the 2012-2013 financial year.

The donation - expected to be declared in Australia Post’s financial report later this year - raised eyebrows within the organisation, with a source questioning the size of the bonus and the fact it was ­donated to a charity closely linked to Mr Fahour’s family

But another source said the donation was a private one, and that Mr Fahour was an ­incredibly generous man.Opened in Thornbury in March by federal Treasurer Joe Hockey, the Islamic ­Museum of Australia show­cases the heritage and culture of Australian Muslims, through art, architecture, food and installations.

It was inspired by the personal journey of Mr Fahour’s parents, who migrated to Australia from Lebanon in 1969, becoming successful business people and raising eight children, who also have successful careers.

The founder and director of the museum is former Macquarie Bank executive Moustafa Fahour - Ahmed Fahour’s brother. Moustafa’s wife, Maysaa, is the chair­woman and director.

The Fahours’ sister, MasterChef participant Samira El Khafir, is head chef and man­ages the cafe on site.

Last Saturday, Mr Fahour, a director of Carlton Football Club, won a car in a raffle for the club’s 150th anniversary.

He immediately handed it over for auction, where it raised $40,000, to be spent on a program which helps children from ethnic backgrounds with health and education.

The Kingdom has donated $1 million to the Islamic Museum in Australia (IMA). Presenting a check to Australian Foreign Minister Julie Joseph, Saudi Ambassador Nabil bin Mohammed Al-Saleh said the donation was given by the Saudi leadership in order to promote human values among nations in support of peaceful co-existence among all communities. Al-Saleh said that the Kingdom was interested in projecting the correct image of Islam.

The ceremony took place in Melbourne on the first anniversary of the Islamic Museum in Australia. In attendance were IMA President Ahmed Fahour and other distinguished guests.

Al-Saleh said the Saudi contribution would support the work of the museum in showing the characteristics of Islamic civilization and culture, which are characterized by diversity and are based on the principles of tolerance and peace.

The ambassador also appreciated the efforts of the Islamic Museum to expand to other states in Australia in order to spread its objectives.
Joseph thanked the Saudi government and the ambassador for taking continued measures to strengthen bilateral relations between the two countries.

In his remarks, the IMA chief thanked Custodian of the Two Holy mosques King Salman for the contribution, which will strengthen a better understanding of Islam.

The Islamic Museum was formally opened last year in Melbourne in the presence of the Australian minister of finance and the Saudi ambassador. A number of Australian officials and representatives of Islamic communities were also present.

The museum is a not-for-profit foundation founded in May 2010 for the establishment of the the first Islamic Museum in Australia. It aims to showcase the rich artistic heritage and contributions of Muslims in Australia and abroad through the display of artworks and artifacts.

The museum showcases a range of Islamic art, including architecture, calligraphy, paintings, glass, ceramics and textiles. Islamic arts date from the 7th century and include the different artistic styles and cultural influences of various cultures that came under Islamic rule. It also aims to promote new and established Islamic artists, both local and international.

The aim of the museum is to feature the artistic and historical achievements of Muslims internationally and more importantly in Australia. It will provide unique cross-cultural and educational services offering fascinating insights into the Muslim Australian experience for visitors and school groups.

The IMA aims to continue the proud tradition in Australia of working with communities, cultures, faiths and developing centers for education.

The center will provide educational and cross-cultural instruction and showcase the artistic and cultural heritage of Muslims in Australia and in Muslim societies everywhere. It aims to foster community harmony and facilitate an understanding of the values and contributions of Muslims to Australian society.

Its objective is to promote community harmony and mutual understanding by sharing the arts, history, culture and heritage of Muslim communities in Australia with the general public.
